An Estimation of Intra-City Fiscal Transfers in Japan: Stealth Fiscal Transfers

This study aims to investigate intracity fiscal transfers from the city planning areas (CPAs) outside (non-CPAs) that are not recorded on municipal account settlement cards and estimate existence amount of these transfers. The current location optimization plan in Japan attempts realize compact cities by defining residential zones urban function providing preferential tax treatment. Nevertheless, does cover non-CPAs, which means for this is considered a social issue. Non-CPAs have low population density, based previous studies, efficiency non-CPAs low. Intracity probably made CPAs just as so-called intergovernmental horizontal adjustment function. In study, we refer transfer stealth (SFT). To SFT, estimated average expenditure using five-year data FY1990 FY2010 simulated SFT FY2005 mesh data. By estimating will be revealed, policy implication, an academic basis expanding scope derived. simulation results showed CPAs, payers were paid national weighted ¥19,218 per capita ¥18,360 FY2010. Conversely, non-CPA, recipient was received ¥164,017 ¥171,360 total value ¥1,104,830,463,745 ¥1,062,534,779,839 Although implication derived future, expected only but also entire area within municipality, including non-CPAs.
